Nerc Delegation Agreements

NPCC`s single regional division works under a delegation agreement with NERC. This Agreement recognizes that NPCC qualifies for the delegation of certain roles, responsibilities and powers of a cross-border regional entity, pursuant to Section 215 of the Federal Power Act in the United States and through Canadian provincial and/or governmental regulatory memoranda or agreements. NPCC fulfills this mission by (i) developing regional assurance standards and evaluating and enforcing insurance standards at the continental and regional level, coordinating system planning, design and operation, and assessing reliability (all “regional entity activities”) and (ii) defining region-specific criteria and monitoring and applying these criteria (jointly, “Criteria services Activities”). NPCC provides the functions and services offered in Northeastern North America to a cross-border regional unit through its single regional division, as well as regional criteria services for northeastern North America through its divisional criteria services. NPCC`s amended and adapted by-laws provide for open, inclusive membership and fair and non-discriminatory governance, with the company`s activities being governed by a balanced stakeholder board of directors. The NPCC geographic region includes new York State and the six states of New England, as well as the Canadian provinces of Ontario, Quebec, and the Maritime provinces of New Brunswick and Nova Scotia. In total, NPCC covers an area of nearly 1.2 million square miles, inhabited by more than 55 million people.

Overall, the NPCC represents about 46% of the U.S. and 54% of Canada in terms of net energy for loads. As far as Canada is concerned, about 70% of Canada`s net energy for expenses is in the NPCC region. Northeast Power Coordinating Council, Inc.
